It's hard to take these Tex-Mex Wilburys (Doug Sahm, Freddy Fender, Flaco Jimenez, Augie Meyers) seriously. But that's the point. From the silly mouth trombone on ''Tell Me'' to the bouncy ''Clinging to You,'' this sounds like a boozy border-town after-party. While short on ambition, 4 Acesis good for a few grins, thanks to Jimenez's giddy accordion breaks. B-
