Since 1979, the Fastbacks have sustained an alternate strand of the Seattle sound — poppy, perky teen-girl melodies, here displayed to gleeful effect. Even when focusing on the requisite angst (''The phone rang once today...for a wrong number''), their three-minute nuggets on New Mansions in Sound turn gloom into a relentlessly, almost sinfully, upbeat experience.
