The goofy rodeo motif adopted by these Chicago gangstas in The Final Tic mainly involves wearing overalls and drawling ''yee-hah'' now and then. Crucial Conflict's pot-obsessed hit, ''Hay,'' hitches an intricate doo-wop prettiness worthy of fellow Midwesterners Bone Thugs-N-Harmony onto a twangy chorus hook, and other hillbillified cuts (''Desperado,'' ''Get Up'') giddy-up along nimbly. Yet the laid-back drugginess and the nonstop gang-bang cliches turn monotonous. Maybe next time they'll hire old rodeo rapper Charlie Daniels for some fiddle solos. B
