The 20th- anniversary CD reissue spotlights many of the lesser-known habitues of New York City's other notorious punk playground. But aside from Wayne County and the Back Street Boys' signature title track and the contributions of trailblazers Pere Ubu and Suicide, Max's Kansas City 1976, in the end, is more a quirkily amusing snapshot than a priceless time capsule.
