Drawing inspiration from Jimmy Webb, Burt Bacharach, and Herb Alpert & the Tijuana Brass, the Vancouver quartet Zumpano traffics in a brand of '60s pop so outmoded a revival must be around the corner. Unfortunately, these lads haven't quite mastered the art of writing undeniable songs, but Goin' Through Changes' almost-there efforts like ''The Only Reason Under the Sun'' make you hope they keep trying.
