Can the woman who wrote ''Coat of Many Colors'' really count Randy Van Warmer's wimpy ''Just When I Needed You Most'' among her favorite songs? That's the premise of this hodgepodge of mostly '70s country and rock classics. ''Satin Sheets'' folds down nicely, but ''Peace Train,'' featuring Ladysmith Black Mambazo, sounds like a multicultural commercial for the locomotive ride at Dollywood. The majority of Treasures' ''treasures'' should have remained buried. C+
