Most bands release double albums only after becoming well established, but Being There (Oct. 29) makes it clear that the Chicago-based Wilco are the furthest thing in modern rock from ''most bands.'' Songwriter Jeff Tweedy and his mates from the defunct Uncle Tupelo have created a seamless celebration of country, punk, and rock so fresh and unabashedly sincere you don't just want to play it, you want to sleep with it under your pillow. ''We were always perceived as country rock,'' Tweedy says. ''But this is a big mess of a record that represents the other 90 percent of who we really are.''
