Twenty-two years after declaring ''You're gonna hear from me'' in Rolling Stone, Tanya Tucker is still making good on her promise in Complicated. No big career song emerges, but she works hard to sell the mediocre rhythm numbers. And when she really connects — especially on the ballad ''All I Have to Offer You Is Love'' — the 38-year-old Tucker makes her younger competition sound like greenhorns. B
