Theodor Geisel, that is, a.k.a. the late Dr. Seuss, creator of 49 cartoon-and-rhyme books that have been a mainstay of bedtime reading for children and parents for nearly 50 years. Sponsored by Random House, the site is a testament to the nonsensical whimsy that saturates the good doctor's works. Besides the requisite games and puzzles, you can click on ''Ask the Cat'' and receive E-mail replies to such age-old questions as ''Have you ever heard a Who, or has only Horton heard them?''; print out and embellish a My Many Colored Days bookmark; test your Seuss IQ; and -- natch -- order books and a Seuss CD-ROM.
