Playing hard to get is the oldest trick in the book -- hey, wait a sec, now it is a book! Nay, an industry, complete with support groups, a newsletter, and pricey private consultations with authors Ellen Fein and Sherrie Schneider. But the cornerstone is the Warner paperback, with its set of stern tips (''Don't call him and rarely return his calls'') that the authors swear will lead to nuptials if followed scrupulously. Antifeminist drivel? About 800,000 people don't think so. At least, they're curious (or marriage hungry) enough to buy the manual, now in its 13th printing. We tried to get a comment from Fein and Schneider; oddly enough, they haven't returned our calls.
