As a rapper, Shaquille O'Neal is a great basketball player. It's a relief, then, that on You Can't STOP the REIGN, he backs up his raps about licensing deals with hip-hop MVPs like Notorious B.I.G.; even Bobby Brown crops up on a bizarre street interpolation of Phil Collins' ''In the Air Tonight.'' Unfortunately, this Reign washes away the grit — too many R&B choruses and cameos make this more a compilation than a solo album. B-
