From the guitar jangle of ''There's a Guy Works Down the Chip Shop Swears He's Elvis'' to the Latin-flavored ''My Affair'' and the Gaelic pop ''Angel,'' MacColl never fails to bring out a smile with her genial delivery, even when saddled with a somnabulent duet partner like the Lemonheads' Evan Dando on Lou Reed's ''Perfect Day.'' B+
