Many young hat acts blend into the suburban sprawl, but here comes Wayne Hayes with a decent ballad (''I'm Still Dancin' With You'') and a born-to-win dance number (''Old Enough to Know Better'') on Old Enough to Know Better. He also covers Harlan Howard and Chick Rains' ''Family Reunion,'' on which a son re-inters the remains of his drifter father next to those of his mother — so he'll finally stay by her side. Now that's country. B
