THE MULTIMEDIA CARTOON STUDIO (Byron Preiss Multimedia, CD-ROM for PC and Mac, $59.95) This clip-art cartoon compilation is beautifully designed and easy to navigate. If only it were funny. The drawings-from artists such as New Yorker stalwarts Leo Cullum and Robert Mankoff-are first-rate images you can appropriate for noncommercial use. But you are better off pasting in your own punchlines. The cartooning lesson isn't helpful, except for Mankoff's tips. No. 20: ''When a famous cartoonist dies, wait a decent interval and then apply for his job.'' Sadly, the rest of the disc isn't etched as acidly. C+ -George Mannes
