Almost every track on Mr. Moonlight (Rhythm Safari/Priority) is as magnificently produced and hookful as the filler on Double Vision or 4. But the twisted metallic funk of ''Big Dog'' is no ''Urgent,'' and the swooping gospel ballads, macho chunk rockers, and synthy art jingles invariably feel like forgettable copies of the band's classics. B
