The sublime tenor, who died last year, left behind a bewilderingly mercurial catalog, ranging from neo-barbershop to Ray Charles-style soul, to kiddie ditties (''Me and My Arrow''), to rudimentary rock. Personal Best: The Harry Nilsson Anthology (RCA) takes in all that, along with chart-toppers ''Without You'' and ''Everybody's Talkin','' the poignant theme from Midnight Cowboy. (Missing is his lilting theme for the TV series The Courtship of Eddie's Father.) Nilsson's giddy, often anachronistic eclecticism and his weakness for the bottle relegated him to relative obscurity. They could not, however, eclipse his grand gifts. A
