TOUGH AND DEADLY Roddy Piper, Billy Blanks (1995, MCA/Universal, R, priced for rental) Whether he's kicking butt or getting his own butt kicked by anyone who looks like he occasionally gets to the gym, Piper has always made for a perfectly believable action hero. But since Joel Schumacher wasn't smart enough to make him the new Batman, Piper continues to grace assorted low- budget videos with his charming brand of resigned mayhem. Tough and Deadly makes good use of the ex-pro wrestler by pairing him with pneumatic karate champ Blanks. The meandering plot, in which a seedy bounty hunter helps an amnesiac CIA operative foil some coke-dealing agents, unspools too slowly for even the most patient, or stupid, viewer, but there's still no better rental for anyone looking to see guys beat the living hell out of other guys.
