On Anyway the Wind Blows (Asylum), to compare Phelps' cover of ''The Other Kind'' with author Steve Earle's version is to hear the difference between the generic values (however rich in production) and the sui generis. Still, if Phelps represented Nashville's mainstream, country music would be in far better shape. B-
