It's been five years since this Dutch band's promising debut. Although ''Demagogue'' and ''Hangout'' -- with their energetic feedback funk-stand tall, most of the other tracks could use the rap atmospherics of the Beastie Boys or the imaginative chord work of Faith No More. All in all, Persona Non Grata (Virgin) is a lackluster outing. C+
