Skid Row Subhuman Race (Atlantic) You have to feel sorry for the unrepentant hair bands of the '80s. But you don't have to buy their albums. For their ''comeback'' LP, Skid Row threw in a mock-punk piece, thickened up their metal riffs, and mangled their melodies-all, one assumes, to get over their old ''power ballad'' stigma. Unfortunately, they end up with the same squealing, yowling, third-rate metal that made them pariahs in the first place. D -Jim Farber
