MIDNIGHT MURDERS Rod Steiger, Michael Gross (1991, New Horizons, R, priced for rental) Hidden behind a dopey, misleading title (the movie doesn't have any scenes set at midnight, let alone murders at midnight) is a pretty decent police procedural that delivers a more cogent depiction of heartland conspiracy crazies than did ambitious failures like 1988's Betrayed. Steiger plays a farmer and Posse Commitatus member whose paramilitary enthusiasms lead to a bloody confrontation with federal marshals; Gross is the FBI agent sent to bring him down. Steiger, who of late has been an embarrassment (see-rather, don't see-The Specialist), is nicely understated, and Gross is serviceable. Made for TV (as Manhunt in the Dakotas), this modestly ambitious movie mixes in sufficient suspense and thought-provoking material to provide a profitable rental. B- -GK
