P.A.W.S (Voyager, CD-ROM for Mac and Windows, $49.95) Dog lovers of all ages will be disappointed by this ''dog simulator'' that takes a cute idea (based on the children's book How Dogs Really Work!) and a few neat pictures and goes nowhere. Call up the section on canine anatomy and click on various doggy parts; see how many bones you can sniff out and watch the bone-o-meter rise. It's not that light, cartoony fare can't be effective, but this undernourished digital pet has no larger point, and even kids will tire of the innocent but simpleminded doggy-fart jokes. Of course, there's a bright side: At least the disc won't stain the carpet. C
