Does the world need another lovable kook who sings like Minnie Mouse on helium and dresses like Minnie Pearl gone alternative? Sobule does manage to distinguish herself from the pack of little girl-voiced women (including Victoria Williams and Juliana Hatfield) with tunes like ''I Kissed a Girl'' -- a song more revolutionary and hysterically funny than anything since Liz Phair's debut.
