Details Lead Performance: Elastica

With their perkiness and staccato robot-guitars, these three girls and one boy are hyped in England as the ''new wave of new wave.'' Problem is, the best old new-wave bands had too much personality to settle for Elastica's mumbling and generic speed-pop. Still, Justine Frischmann's awkward sex-in-a-Ford-Fiesta forwardness (''Car Song'') can charm your pants off.
