Tributes are notoriously spotty affairs; if this one honoring the legendary songwriter (the Drifters' ''This Magic Moment,'' Elvis Presley's ''A Mess of Blues'') feels more consistent, it's because his material was designed for interpretation. Highlights include Bob Dylan's relaxed ''Boogie Woogie Country Girl'' and Rosanne Cash's delicate ''I Count the Tears,'' while Shawn Colvin's dreary ''Viva Las Vegas'' is wrongheaded.
