THE LONG BLACK VEIL The Chieftains (1995, BMG Music, $14.98) Neither a concert video nor a collection of clips, this is a brief documentary on the making of the Chieftains' latest album, The Long Black Veil, which means that the lilting music here is often interrupted by the musings of such experts as Sting or the traditional Irish group's founder, Paddy Moloney, who comes across as a shrewd fellow indeed. (You try to explain what other motivation they might have had for once covering the Who's ''Behind Blue Eyes.'') And that's about all the tape portrays. If you're a fan, you'll love it. If not, you'll just be annoyed at those rare moments when the music changes from pleasant to arresting only to be interrupted by Moloney's butting in about how he got so-and-so into the studio. C-
