TERMINAL VELOCITY Charlie Sheen, Nastassja Kinski (1994, Hollywood, PG-13, priced for rental) Although moviegoers somehow resisted the spectacle of Sheen trying to free his love interest from a Cadillac plummeting from the sky, perhaps Velocity will gain on video the audience it deserves. Indeed, action fans can only hope that the next Bond film has half the wit and romance of this resoundingly fun movie. As Sheen's daredevil sky diver character tries to keep up with Kinski's endearing ''KG-used-to-B'' agent, the filmmakers keep us guessing-and enjoying every implausible moment. B+ -JRT
