One of the glossiest British pop bands of the '80s releases a lackluster new album, where a greatest-hits CD might have made more sense. From the bubbly, radio-friendly ''Tell Me When'' to the melodramatic synth-pop-orchestrated ''One Man in My Heart,'' Octopus sounds as if it were recorded a decade ago and buried in a time capsule.
