Ugly Kid Joe, good-natured surf-thrashers, are fairly succinct on Menace to Sobriety for speed metal, and almost huggable when they ditch their ugly-kid-joke screeching for ballads like ''Cloudy Skies.'' But they're most fun on ''Jesus Rode a Harley,'' a straight-ahead rocker about how the saints were party dudes. B
