It's hard to believe that the fellow responsible for the pedestrian rockers and wimpy ballads on Jewel of the South once wrote songs as deliriously wide-eyed as ''Leaving Louisiana in the Broad Daylight.'' Just one tune, the evocative title song, reminds us of what Rodney Crowell is capable. C+
