This British offering re-creating America's most brutal war certainly doesn't get the blood going. While Civil War: 1861-1864 lets you plot strategy for, say, Manassas, the graphics and sound are just plain lousy. Using a modem, you can attack another player in cyberspace, but, despite the inclusion of authentic newspaper clippings and songs of the era, overall the game lacks passion. To cover their tracks, the developers include an ''encyclopedia'' some simple facts about Confederate and Union generals and politicians. Yet they didn't have the sense to identify Lincoln's most famous speech as the Gettysburg Address. C-
