On their succinct (39 minutes) major label debut, the Columbus, Ohio, quartet Thomas Jefferson Slave Apartments evokes the entire history of Midwestern garage music, from Detroit's proto-punk MC5 to Minneapolis' visionary postpunk Replacements. Sneering sarcasm is balanced by occasionally haunting guitar hooks over muscular bass riffs. Bait and Switch is short on polish, long on charm. B+
