WEBCHAT BROADCASTING SYSTEM (http: //www.irsociety.com/wbs.html) This laudable effort to bring the freewheeling discourse of Internet newsgroups to the World Wide Web is undone by the inanity of some of its participants: While pages devoted to The Simpsons and classical music are a great idea, one would expect more stimulating remarks than ''Hello out there!'' or ''I am being ignored!'' Technically, though, WBS shows great promise -- E-mail postings are instantaneous, you can move easily through dozens of messages (enabling you to follow the thread of an argument), and you can personalize your postings with cute graphics. In a few months, as word spreads, this address might merit an A; right now it's worth a C+.
