As if to prove there's life beyond playing over Melrose Place credits, Letters to Cleo have toughened up their sound on Wholesale Meats and Fish, adding this year's favorite accessory, big fuzzy guitars. They haven't abandoned their early pleading melodies (''Awake''), but too often singer Kay Hanley sounds like a petulant Juliana Hatfield on their soapy, overdramatic love songs. B-
