JANET JACKSON ''Runaway'' (A&M) It's not easy being the hardest-working Jackson in show business: You go on tour and travel to exotic destinations, but that special someone isn't around to share it. So, on the first of two new tracks from the upcoming Design of the Decade 1986/1996, she tries to convince him to join her. ''It'll be fun, walking in the rain in Spain,'' she oozes to the creamy sway of producers Jam and Lewis. A frothy pina colada of a song, but the buzz sure feels sweet while it lasts. B
