On Count Bass D's debut, Pre-Life Crisis, the Nashville rapper salutes his favorite brand of lip balm, advocates safe sex, asks Bill Clinton if he can sleep on his lawn, and tries to impress a member of TLC by boasting that he's friendlier than the captain of The Love Boat. But between the waggish lilt of his tongue and the mellow, live-jam feel of the music, D has done the near-impossible: He makes loose, playful rap that's more than just a novelty. A-
