If the second issue of this digizine proves anything, it's that every cutting edge gets dulled by time. While Digital Culture Stream, Vol. 2 boasts some eye-popping graphics, the topics covered here will have most goateed, multipierced tech heads shrugging ''Seen it.'' I mean, a history of Wax Trax! Records? And the only folks queuing up to check out performance gonzos Blue Man Group these days are tourists hungry for ''something different.'' Add to the ho-hum content a verbal clunkiness that's almost the direct inverse of the disc's visual and technical sophistication, and one ends up with a Stream that's too muddy by half. C
