Can I Touch You...There is not his usual baritone love ballad, but a falsetto-crooned pop object made of snippets of great songs: backup harmonies from Marvin Gaye's ''Sexual Healing,'' Barry White's lush string arrangements, and Ace of Base's distinctive sax riff from ''All That She Wants.'' But despite his excellent taste in pop cliches and a catchy hook, Bolton sounds lifeless and manufactured. C+
