In this sub-Dostoyevskian take on underworld intrigue, a cop (chunky writer-director Nick Vallelonga) confronts the brother he sent up the river years before. When not pondering Big Issues like Betrayal and Salvation, Kingdom serves up the usual B-movie felicities; one has Vallelonga telling his wife (Kristian Alfonso), ''You...are just gonna have to learn...to share me...with the Paramus Police Department.'' Paramus? No wonder he got fat his beat must include all the diners on Route 17. C-
