In this sub-Dostoyevskian take on underworld intrigue, a cop (chunky writer-director Nick Vallelonga) confronts the brother he sent up the river years before. When not pondering Big Issues like Betrayal and Salvation, Kingdom serves up the usual B-movie felicities; one has Vallelonga telling his wife (Kristian Alfonso), ''You...are just gonna have to learn...to share me...with the Paramus Police Department.'' Paramus? No wonder he got fat — his beat must include all the diners on Route 17. C-
