BLUE OYSTER CULT Workshop of the Telescopes (Legacy/Columbia) For a bunch of metal eggheads who wrote songs with titles like ''Dominance and Submission,'' BOC were pretty tame, as this double-CD retrospective reveals. Their early days don't sound nearly as menacing as they once did, but any reissue with ''Career of Evil'' and later-period, power-gliding hits like ''Don't Fear the Reaper'' and ''Burnin' for You'' still belongs in any pop-metalhead's collection. B+
