Oleta Adams has pipes and a supple, gospel-fueled way with a song. On her third album Moving On, much of the pop-softened R&B is cleanly produced and blandly inoffensive except for Lowell George's ''Long Distance Love,'' a blast of tough beauty that is the album's pinnacle. To her credit, Adams makes the music sing, even when a middlebrow aesthetic threatens to sink soulful intentions. B
