There's nothing terribly new about Tracy Chapman's fourth collection of neo-folk ditties, New Beginning, which might as well be titled More Songs About Relationships and Social Ills. Still, her resonant voice imbues these low-key songs with a warmth that seduces you even as you wince at the sappy sentimentality of it all.
