When Bill Clinton wishes Willie Nelson a happy birthday near the end of this 96-minute extravaganza, he doesn't say anything about the country legend's IRS problems. The First Fan is just as relentlessly upbeat as the other 20-odd folks who offer their Hallmark greetings from the ridiculously irrelevant (Jane Seymour) to the sublimely tart (Kris Kristofferson). At least the platitudes are interrupted by enjoyable, if rough-hewn, musical performances, including duets with Bob Dylan, Waylon Jennings, and Neil Young. But even in its best moments, this tape has nothing to approach the serious greatness of Nelson's latest album, the genre-busting Across the Borderline.
