The Incredible Story of Dogs

Heeling close to its broadcast over the A&E cable network two months ago, The Incredible Story of Dogs, a six-hour BBC documentary is a thematic mutt best summed up by one narrative aside: ''If we wonder why are dogs so peculiar, the answer is that people are.'' So while there are glimpses of what dogs can do (helping hunters, serving as eyes for the blind or therapy for the aged), the filmmakers seem more concerned with showing how we humans warp our pets to fit various neurotic needs. But that L.A. couple snuggling with their horrid little rat dog is awfully easy to laugh at, and worthier targets (like puppy mills) go unexamined. This series doesn't bite, but it isn't very fetching, either. B-
