These Arizonans were reviving Deadhead-rock years before MTV made it a marketable commodity, but the band has yet to record a song as exciting as Blind Melon's ''No Rain'' or the Spin Doctors' ''Two Princes.'' The Puppets' eighth album, a hodgepodge of gunky feedback, dusky harmonies, and dorky hippie babbling, has its groovy moments. But mostly, it's a drag.
