THE ROOF PARTY: SONGS FROM THE BRILL BUILDING WORLD PREMIERE Neil Diamond (1994, CMV, $14.98) Neil Diamond used to sing songs; now he growls them. On this odd little tape-six examples of Brill Building pop from a promotional mini-concert that's now been turned into a keepsake for his many loyal fans- Diamond even makes such tunes as ''Up on the Roof'' and ''Happy Birthday Sweet Sixteen'' seem dull and ponderous. Only on his own ''Cherry, Cherry'' does Diamond show that he can feel something other than the wobbling of his vocal cords. D+
