Latin Playboys Latin Playboys (Slash/Warner Bros.) This Los Lobos offshoot may well have recorded the novelty album of the year. The Latin Playboys come on like the Beastie Boys after a night of peyote and jalapeno peppers. They also wax lyrical, jive around in their native Spanish, and in at least one instance, pay homage to Captain Beefheart (''Chinese Surprize''). The wigged-out spirit is most welcome after a decade of Los Lobos' tradition-conscious roots rock. B+
