Hip-hop's public enemy No. 1 is back with a straight-faced play for credibility, both street (rugged bass lines and much talk about cheeba) and artistic (writing and production credits). Too bad it's more clunky than funky; and ''silly'' doesn't begin to describe rhymes like ''I'm walkin' a wide path/I never ever walk it narrow/Steppin' on stage with funky hip-hop apparel.''
