This '70s soul-rocker hero's second comeback attempt in 14 years shuffles lazily but comfortably along, picking up steam whenever Boz Scaggs raises his voice an octave or takes a plaintive guitar solo on Some Change. ''Fly Like A Bird'' has some jaunty roller-rink accordion. But Change is really just a competent snooze for closet New Age fans. B-
