Doug Sahm spent the last few years as a guitarist-vocalist with the Texas Tornados; now he's reformed the on-again off-again garage fivesome, Sir Douglas Quintet, that won him such '60s hits as ''She's About a Mover.'' A couple of the songs here on Day Dreaming at Midnight have an eerie acid- flashback wah-wah sound, but the Tex-Mex organ isn't trashy enough. Mostly it's just rote bar-band junk: clumsy and powerless. C+
